One-time exemptions are usually given retroactive. There is a doctor, who will determine if an athlete is eligible for a TUE but a panel of multiple doctors, which is made of 3-5 doctors will determine, if the request was legit. The review process and the approval for a TUE is given by the panel which meets every 2-4 weeks...
BJ Penn was suspended because he was tested by USADA and when they asked him when he had his last IV he said it was a week ago. He didn't contact them before getting the IV, despite it being for a legit reason. That's why he got 6 months and not 1 or 2 years.Comment

USADA's dealings in boxing were fishy as ****. I can't help thinking that anyone who hired them, Floyd included, did so because they knew USADA would play ball. I don't mean ignoring blatant cheating, but certainly being cooperative when it came to TUEs, grey areas etc.
Floyd had many motivations for using them. It was a useful PR strategy against Pacquiao when he was being hammered on a daily basis for not making that fight. I also think that he genuinely didn't want to be fighting anyone who was roided up.Comment
