It's been a while, but on my old VHS copy I have the fight with full commentary by Harry Carpenter, and the Quote you posted sounded exactly like that.
BTW on the above vid it says it has the RADIO commentary by Harry Carpenter. Is that correct? Again going by memory, my copy has several long passages where Carpenter is silent. Surely that cannot have been radio.
That does sound just like him, but the search I did on Google has Time Magazine, The Guardian, and Buzzfeed all reporting that it was David Frost rather than Harry Carpenter that uttered the quote.

Lately it seems they try to push almost every fight they televise as being a "contender for fight of the year."
And every one of their fighters has to be in the top 5 P4P.
