When Ortiz was interim champion, Ustinov was his mandatory. The two parties couldn't agree on drug testing and the fight didn't happen. There was finger pointing and who was to blame was a bit of a mess.
Then Ortiz signed with Hearn. Ortiz vacated the interim title and fought for the intercontinental title instead. At that point, Ustinov was still owed an interim title shot.
To the WBA's credit, rather than crown another interim champion, they decided to make Ustinov the mandatory for the world title. As for Ortiz, he asked to become mandatory for the super title, which is why he's not fighting for the world title.
With Oquendo still owed a world title shot from the lawsuit years ago and Briggs owed a world title shot from the Browne fight falling apart, that leaves us with Briggs-Oquendo for the world title, with the winner to face Ustinov.
Wlad/AJ for super title with the winner to face Ortiz.
Briggs/Oquendo vs Ustinov winner then faces the Wlad/AJ vs Ortiz winner for the undisputed WBA heavyweight championship of the world and this whole super title mess will be over.

Its apparent the WBA is trying to clean up thier mess without creating more junk-sub titles & lawsuits. In the END we hope (pray) to see 1 crowned WBA Heavyweight Champion. Therefore, let's enjoy the show.

Pulev is too busy fighting cans in Eastern Europe to protect his IBF ranking. This WBA mess is only going to get more complicated by the IBF probably threatening to strip AJ/Wlad if they choose to fight their WBA defence vs. Ortiz instead. Another paper champ on its way in mid-2017. Yawn.

Yeah that seems about right but I'm sure Pulev wouldn't have mind getting a shot at Briggs for a... Paper belt, it's fair calling it that, right?
