but ustinov is still owed a shot because ortiz vacated rather than face his mandatory. so the briggs/oquendo winner will be responsible for facing ustinov while the wlad/AJ winner has to face ortiz.
it's a giant mess, but it'll be cleared up soon and as long as the WBA doesn't go crown an interim champion, i can't criticize them for how this is being handled considering they had so many legal headaches they needed to carefully handle without creating more legal headaches.

because they were legally obligated to browne and once briggs was promised a shot, they became legally obligated to him. if browne had failed a test BEFORE briggs was promised a shot, then the WBA could have done what you're suggesting.
And as I understand, the "Super" championship is what is on the line in the AJ-Klitchko fight, therefore a mandatory for this can be ordered pretty much immediately - Oquendo.
Ustinov and Ortiz create further layers, but one would think they can be ordered to fight in an eliminator - I don't know if either of them have legal standing to force a title shot either.
Besides all that, you nailed it when you said it is one giant mess. For the WBA to be in this situation, is a reflection of absolute gross incompetence. They simply should not be allowed to operate a business.
