It's definitely between Lomachenko and Frampton.
I would say Loma. I'm going to break it down so people won't think that I'm just a biased fanboy.
Loma dominated both of his opponents, won every single minute of his fights, and stopped both of them. His KO of Martinez is a contender for KO of the year. And then he made Walters quit. Some people don't want to give him credit for the Walters fight. I don't like that Walters quit and I don't hate him for it like other people do, but why is that considered a negative against Loma? Shouldn't that actually be a positive since not many thought he had a chance to stop Walters much less make him quit.
I remember there was a good amount of people that said Loma was only going to win a controversial decision against Walters. He was going to need the judges help, as if he's had the judges help in previous bouts. Well, he proved those people wrong.
Some say LSC was the #1 fighter at 126 when Frampton fought him, which is very debatable, but even if he was then it was only because KING LOMA moved up to spare him. You guys don't remember that? Loma was basically forced to move up for certain reasons. Some that I would prefer not to say.
Also, whether people like it or not Martinez is more accomplished than Scott Quigg. Martinez has better win(s) than Quigg. And although he's fought some close fights it was against pretty good opposition. Quigg went life and death with Yoandris Salinas. Remember that guy? I bet a lot don't. I'm not crapping on Quigg for having a close fight, everybody has close fights, but if people are going to comment about Martinez having close fights against better opponents than Salinas, then I will bring up the Salinas fight so people won't forget. And Quigg was a "World Champion" when he fought Salinas.

Martinez is 3x World Champion, has better wins than Quigg, and had better fights and closer against better opposition than Scott.

Smith was the "Cinderella story" of the year, but he doesn't deserve FOTY. He should be considered but not win it. People don't want to give Loma credit for his two opponents then why should Joe get credit for beating Fonfara? The two guys Loma beat, whether people like it or not, are more accomplished than Fonfara. I was pushing for and hoping Beterbiev would get the Fonfara fight because I knew people were getting carried away with Fonfara and he was a KO waiting to happen.
Ward fought three times but only one of them conquered a World title(s) and that fight ended up being controversial.Not to mention that most felt that Ward did not win. And Ward wasn't even able to score a stoppage against Brand.

Had Frampton fought a third time, which I thought he was going to, then I would say he would deserve it. That's if it was against another top caliber opponent, like a LSC rematch. Even if that fight would have been competitive as well.
