Avtandil Khurtsidze's handlers want the WBO and Billy Joe Saunders to honor his mandatory title defense. Khurtsidze has been the No. 1 contender for Saunders' WBO middleweight title for most of 2016, yet still hasn't received his title shot. When it came time for Saunders to finally return to the ring earlier this month, he instead made an optional defense against Artur Akavov (16-2, 7 KOs), the 10th-ranked contender who lost a unanimous decision to England's Saunders (24-0, 12 KOs) on December 3 in Paisley, Scotland.

Ehhh. That seems like a reasonable fight and if he only needs one more tune-up before Canelo or GGG, it makes sense.... I don't understand why so many fighters decide to stay idle for so long waiting on a title shot though. I mean... you build more pressure and increase your fanbase by staying active. I know there are certain risks associated with that, but oftentimes, you do more harm than good by just sitting around for 9+ months...

Can someone please enlighten how does this work? and Why would WBO may not mandate the fight? Are there any loopholes?
