The WBO, generally speakings, differs to the champion to fight whomever they want, rarely forcing any sort of mandatory defense.

BJS should work seriously so, Khurtsidze is not Artur Akavov! If BJS despises Khurtsidze, he can lose this fight. BJS is very talented fighter but he has no sport ethics cuz he doesnt respect that job. He should evaluate the ability he has.
