because Floyd generated so much money that the sanctioning bodies never forced him to make mandatory defenses, he had the ability to pick and choose whomever he wanted to fight. GGG on the other hand has 3 different titles, with 3 different mandatory obligation timelines, and they arent giving him a free pass like Floyd got.

They allowed Floyd to defend his 154 titles against Maidana to secure the rematch AND the Pacquiao fight, because if they didn't allow it, Floyd would have had to fight Lara first, then rematch Maidana on the May/Pac date, which meant that there would have only been a one fight window to negotiate the pacquiao fight (last fight on Floyd's contract), and no one wanted to leave it that late in case negotiations failed. The WBC president has explained this so many times.
