Brook headlined a PPV because he was fighting GGG. Brook has never headlined a PPV before and If Eubank Jnr had signed to fight GGG, then he would have been headlining that same show instead of Kel.

Clearly, the draw was Golovkin vs a UK fighter.

Technically it was only a PPV even for the UK. Here in the US of A we saw it on regualr HBO.
