McGregor is the first fighter in the UFC to hold two titles simultaneously because the UFC allowed him to. He got an immediate shot at the title without having to move up the ranks. He is not the first ever two division champion, that title belongs to Randy Couture.
And no, a UFC belt is nowhere near as significant as a boxing belt because belts in boxing hold much more weight historically because boxing is such an old sport with a deep history. Great men have held the WBC, WBA, or WBO welterweight title such as Sugar Ray Leonard, Roberto Duran, Thomas Hearns, etc.
Floyd won the lineal title in 4 weight classes which is still significant and he's had multiple title defenses whereas McGregor is yet to have his first title defense ever!
