According to Andrey Ryabinsky, who promotes Olympic gold medal winner Alexander Povetkin, the ongoing negotiations for the mandatory fight with Bermane Stiverne are still ongoing and both sides have until September 30th or else a purse bid will take place.

Does that say interim title or mandatory position. Even if it was interim the WBC will still allow a money fight to happen, because their rules are more like guidelines not actual rules.
            And here you go.

On May 15, 2016, the WBC granted Champion Deontay Wilder the right to make a voluntary defense of his World Title, which took place on July 16, 2016. In connection with that defense, Champion Wilder injured his right hand and arm, injuries that required surgery.

            "An Interim Championship is ordered..."

And yes. WBC and rules are garbage, we agree.

One more stating it is for interim title... and not merely a shot.

Alexander Povetkin has been cleared after his positive drug test and will face Bermane Stiverne for an interim title with the winner getting Deontay Wilder

If Povetkin-Stiverne happens by December (wouldn't hold my breath), how soon after that would you earnestly expect either guy to be ready to fight again?

Beyond that, the Wilder fight would still have the same free negotiation (once the mandatory defense was formally called by the WBC) with the possibility for a bid, and the rest of the process.

I sincerely doubt that all of that gets worked out before Wilder-Haye gets negotiated.

David Haye is nearlly 20lbs heavier now than he was then, nevermind that the last three years have seen Wilder pick up a ton of top-level experience (sharpening up his skills in a major way); Wilder's control of his lead hand is world's better that it was in 2013.
