The main question with Povetkin was always about the clean tests before he pissed hot...if that has an explanation then it's obvious he was gaming the system before but cant be punished for it now. The fight needed to be postponed but Wilder jumped the gun with his whole lawsuit/fight won't happen tirade.

Just because the rules had not caught up with the practice doesn't mean it wasn't cheating. Based on the current rules it was cheating it's just that no one will be held accountable for doing it in the past.
