    I don't think that's clear at all.

    The BBBofC don't respond to allegations with a positive or negative. They just take action.

        Tony Thompson is not a BBBofC license holder.

        And also was immediate banned from fighting in the UK for 18 months which ended in May 2015:

                  Yes he did but not in the UK - The only place UKAD/BBBofC can enforce a ban Which is all that matters in this case.

                  It wasn't public because he led a legal process. He was still banned.

                  so let's say Fury leads a legal process behind closed doors, how come he fought once, scheduled another and his cousin (who apparently also cheated) has fought 3-4 times in Britain in the same timespan?

                      I don't know. I'm sure there will come light to the matter soon enough.

                      The thing with Thompson was that the nobody knew about the ban. It's my opinion, that had it been known then he wouldn't have been allowed to fight anywhere. Of course you are entitled to think that other governing bodies don't care about what the BBBoC says. I just happen to disagree.
