I'm surprised that Arum didn't have Thurman on his list. Arum says it's between Danny Garcia, Terence Crawford, or Adrien Broner. Those are 3 smaller WWs. I don't think Arum wants Thurman or Brook for Pacquiao, because he thinks they're too strong for Manny.
