How I see it he was forced to fight Povetkin or vacate. He took the money to fight Povetkin but didn't feel confident. At the first hiccup, a legal microdetection of a recently banned substance that came up clean in retesting, Wilder's team saw an escape window and took it.

There is no other way to explain his actions. The Povetkin fight was never cancelled. The postponed it for caution testing after the microtrace of meldonium and Povetkin came up clean.

Wilder cancelled and is now acting like he's "heartbroken that he missed this opportunity". Now he gets to fight some washed up puddle of fat with a decent sized fanbase for free money. It's the best business decision.
