On paper GGG may have beaten champions in Geale and Lemieux but Jr would in reality be a live dog vs Golovkin.
The problem with GGG is that he hasn't fought any live dogs apart from Curtis Stevens. He at least came in swinging & went out swinging. The opponents GGG fights feel his power, start pulling punches and shell up.
Eubank is most definitely an elite up and comer. He's not a fully fledged elite pro. Both Saunders and Eubank are special Boxers to be fair, I feel Eubank needs a world title before heading into a rematch with Saunders.
........Well, he isn't going to get them from GGG lol. I think he should face Jacobs at the Barclays ASAP. If he wins, he's now introduced himself to the NY audience and then he could allow Saunders and GGG to bid over him.

That would definitely be entry to the world level scene, one things for sure he has to fight Saunders, GGG or Jacobs after his next fight. He can pic up an AGJHTQWE interim title if it's the Jacobs route he choses.
