You don't need to be able to knock fighters out with every punch you throw to make them respect your power. Look at Ward or Mayweather. Speed, accuracy, timing, and volume of attack can all cause a fighter to think twice, as can a stiff jab that's always on point. Fury's great skill is that he can vary his power for different effect. He can pop guys with head snapping combinations and demoralise and confound them, or sit down on his shots and shake them up hard. Whatever he does, though, he makes his fighters fight his fight.
Joshua can walk through lesser guys because it's him doing the demoralising. There's no way he just walks through Fury though, not after a couple of rounds of eating nothing but jabs and counter shots. There's no fighter in the world who can just mentally ignore getting repeatedly hit in the head, well, except for Oliver McCall lol.
