You're right in that Wlad-Fury was the WBA-WBO mandatory, not the IBF, but that doesn't actually mean anything.

Fury, as mandatory (for any of the belts), could have fought Wladimir without a rematch clause, but likely for a smaller purse. The IBF notified both fighters that a mandatory was due for the winner of this bout when they sanctioned this fight as a voluntary. Team Fury chose the rematch clause route despite this, perhaps because at this time he had no idea he'd actually win and wanted the maximum amount available to him.

Haye has been surprisingly insightful as of late. Fury IS jealous of the attention the AJ-Martin fight is getting. The announcement was them basically saying "don't forget us!". Soon as they announced it was Manchester I've been thinking no way would a fight of that magnitude ever take place in Manchester!
