Why did the WBA issue a mando for Rigo-Frampton not GGG-Jacobs?

Rigo is the champion in recess, a bit different to a mandatory in that he was the legitimate WBA champion

Jacobs has never been a full world champion, his claim isn't really the same as Rigos
I think that's the reason behind it. The WBA are probably hoping that now Frampton has had his big pay day vs Quigg, he will fight Rigo, which is what he should do.

Was going to say this. The situations are totally different. One pair is a super champ and the regular champ, and the other is a super champ and the former super champ who was promised an immediate shot at the title.

I want to see GGG/Jacobs don't get me wrong, just is a fact that they are in different situations.
