The IBF issued their mandatory for Frampton-Wake before the WBA issued a mandatory for Frampton-Rigo. When asked about a GGG-Jacobs they said they would clarify it in December. When asked again they said they would work with the WBC. When asked why not call it before the WBC decision after the Canelo fight they said because GGG has an IBF mandatory.
Why did the WBA issue a mando for Rigo-Frampton not GGG-Jacobs?

But there's no money in Rigo. They just stripped him for inactivity. So they're gonna strip Frampton and give the belt back to Rigo and start they cycle over again?Comment

Does it really matter? Fighters routinely ignore mandatories nowadays. Frampton is the latest. The IBF issued their mandatory for Frampton-Wake before the WBA issued a mandatory for Frampton-Rigo. I guess there is some logic, as the scenarios aren't the same
Rigo is the champion in recess, a bit different to a mandatory in that he was the legitimate WBA champion
Jacobs has never been a full world champion, his claim isn't really the same as RigosComment
