You are incorrect. The IV was 100% legal under the rules of Nevada.

Manny & Floyd voluntarily agreed to notify USADA of any IV use so USADA could conclude whether the use was legitimate. All protocols were followed and USADA determined the use was legitimate.

In any sport with integrity that you cant get a TUE after you've been caught using an banned method. Floyd could and should have been banned for 2-4 years for using a banned metghod without an exemption.
