NSAC said that they are the sole authority on approving TUEs. You cannot get any clearer on that but you seem to not be agreeing with NSAC.
NSAC said that USADA has not been very professional either. You seem to disagree on that too.

NSAC says that only they can approve TUEs in the state of Nevada. So TUE applications should be sent over to NSAC not USADA. NSAC says that they are the sole authority in approving TUEs in the state of Nevada.

This really tells us all we need to know about this guy. How can he consistently claim that a TUE application should be sent to and approved by the NSAC when NSAC does not prohibit IV use. Does the NSAC suddenly become a signatory to the WADA code when USADA is involved, but only if USADA is involved?
Situation A: USADA is not a part of drug testing for a bout sanctioned by the NSAC.
Result: No TUE needed by the NSAC for IV use of any amount of non-prohibited substance.
Situation B: USADA is a part of drug testing for a bout sanctioned by the NSAC.
Result: NSAC suddenly follows WADA code and a TUE application must be sent to the NSAC for an IV infusion of over 50ml of non-prohibited substances in accordance with the WADA code.
