No because Khan is an exception to the rule. This has been noted many times over by multiple sources (including Dan Rafael). Khan's contract with Haymon is different from other PBC fighters. He was already a multi-millionaire and a star in the UK when he sought Haymon out, so he had some bargaining power.
He negotiated some independence into his contract that allows him some control over who he fights. That's why Khan and his dad were able to negotiate with Arum in an attempt to get the Pacquiao fight. Khan can fight non-PBC guys as long as Haymon gets his cut.
No one else under Haymon has that autonomy except Amir Khan
