The biggest problem with trying to rate GGG historically is that we haven't seen him in with a great fighter. Offensive power punchers tend to look spectacular and almost unbeatable against inferior competition. And then look terrible when you put them in the ring with someone they can't overwhelm. GGG loox like an ATG against the Lemieuxs, Geales, and Murrays of the world. Put him in the ring with Andre Ward, its probably a drastically different story. Likely a drastically different story against Jones, Toney, B-Hop, Hagler, ect.

He hasnt fought opponents or shown any of the skills necessary to beat either guy
GGG is gonna stop toney but Heavyweight sam peter, Roy Jones, and Jirov who all hit hardetr than Lil G couldnt, yea right

Tyson is known for this. Tyson look like godzilla against cans, but when he fought good competition he goes the distance. The first man who wasn't scared of him and smart enough to use his height and length to keep him at the tail end of his reach was able to knock him out. The next man who was able to withstand his power, stopped him.
