First none of those are the top promoters in the game. Those guys are all the 2nd and 3rd tier Promoters. Second most of the PBC events Haymon has using those promoters are for Haymon fighters where those promoters don't have contracts with and there are 2 legal lawsuits claiming they are sham promoters and that Haymon is just using them for their promoter license to get around the Ali Act. Whether any of that is even legal is up for debate in the court system.

Actually they were very close to making Stevenson vs Kovalev, however Kovalev's team ruined it by ducking the purse bid. So that's another promoter you can add to the list of ones that PBC does business with.
