It's not about the fighters themselves that much. It's about the division.

MW is historically more important, and is close to many of the popular fighters (Cotto, Canelo, Floyd).
LHW and its 2 surrounding divisions (CW & SMW) are very hard to cross (168-175-200), and they currently have no big names.

Backing Golovkin is a no brainer for HBO. It's not a reflection of the fighters.
