So you need to beat a man 2 weight divisions above you in order to be considered pfp best?

                  December 16, 2016:

Hall of Fame trainer Freddie Roach and world-class Stength & Conditioning coach Alex Ariza will once again come to blows, but this time, in a court room. After months of failed settlement discussions, Ariza's defamation lawsuit against Roach will now be heading to trial. We're told that, for whatever reason, both Roach and Manny Pacquiao failed to appear at multiple deposition attempts, leaving no other option but to move forward with a jury trial.

Ummm yes he was. 172lbs is LHW. Ward has even said himself in so many words that he can't make 168 and even has to cut weight to make 175. The last time Ward made 168 was in 2012.
