In Jacobs' case, he's not signed to a network or a promoter.
He is a Haymon fighter and HBO does not do business with Haymon...for now. What I do respect about Jacobs is that he's not calling out GGG or Canelo, and he's not calling them cowards for not fighting them because he knows that they are HBO fighters. Al Haymon and Showtime has shown him plenty of love, so he knows that he'll probably fighting the winner of Lee vs. Saunders who are also fighting on Showtime. It's not that complicated.
In my opinion this will be a difficult fight to make right now. Let's call it what it is right now the A side/Big Names are with HBO. Right now Canelo, GGG, Pac, Sergey, Ward, Cotto, etc....probably double if not triple what the other guys under Al Haymon make in their divisions.
That doesn't even take into account that HBO is doing great in viewership numbers compared to Showtime/PBC. So to me Al Haymon needs to mend the fences/bridges with HBO to get his guys the fights/to get a return on his investment with the 200 plus guys he has.
But it's also a two way street. The boxing promotions that work exclusively with HBO Golden Boy, Top Rank, K2, Roc Nation etc....need to also work with Showtime to put on more fights for their young group of fighters to get more exposure. Also Showtime should be more than willing to work with them since their viewership has probably been one of the worst if not it's worst in years.
Jacob won't fight GGG because the facade he just built gets crushed.
However, where getting best by the an elite talent like GGG shouldn't harm you, because of the unhinged nature of GGG haters, whoever loses to him, instantly becomes a C level no talent having tin can.
Despite what the actually truth is. People equate popularity with skill. Dumbest shiiiit ever.

Is it really news anymore when a black fighter ducks GGG? That's why he's called The African Assassin. He assassinates their mind or he assassinates their body. Or he assassinates their mind then their body. Or he assassinates their mind and their body suddenly cannot make weight within 15 pounds of 160.

Do you think Rios makes more than Thurman? Do you think Sadam Ali makes more than Danny Garcia? Do you think Jesse Vargas makes more than Amir Khan? Do you think Terence Crawford makes more than Adrien Broner? Do you think Pacquiao makes more than Mayweather? There is a reason that 100+ fighters have moved to Haymon. There's a reason Oscar, Floyd, Chavez Jr., Gamboa, Rigo, Mikey Garcia, etc. have left TR. How many fighters does Don King have left? Imagine if LeBron signed a contract to only play games on TNT, or Cam Newton signed a contract to only play games on the NFL Network. Boxing is a mess, and has been a mess, and Al Haymon is just a part of the problem and not THE PROBLEM!
Yup Jacobs drew only 8k in attendance in NY filled less then half the arena he fought in when he is a local NY fighter. GGG just sold out MSG in NY about 20K in attendance. GGG does over 1mil in tv ratings every time on HBO while showtime's card on sat did like 270K viewers and the main event with Jacobs peaked at 386K. Basically a 1/3rd the audience of GGG but Haymon will kill the fight by pricing Jacobs out of the fight. Asking for almost as much as GGG is making despite not having the fanbase even in NY as GGG.
Q: What was the gross gate of Golovkin-Lemieux vs the gross gate of Jacobs-Quillin? 8,000 tickets at a higher price can gross more than 20,000 cheap tickets.
