According to BoxRec...In GGG's 13th and 14th pro fights he weighed in at 161 1/4 and 161 respectively. More recently Rubio weighed in at 161 3/4 against GGG. Technically, those 3 fights were SMW fights.

I think what GGG obviously means is he is willing to go to 168 for the right fight. That it is a clear and present possibility.
