he got the chance because after beating Martinez, Cotto did not want to do the mando with Rubio so a deal got worked out where Cotto could negotiate with Canelo and meanwhile Rubio would fight GGG. At that time though the cotto-canelo negotiations went nowhere and cotto ended up fighting geale later......

There is no #1 contender for the interim champion. And according to WBC rules, champions from other organizations can fight for WBC titles (including interims) so long as they agreed to a fight.
