IBF is most consistent and they actually follow their own rules. They make hard, unpopular decisions like stripping a champion for fighting a more lucrative fight over a mandatory.
WBC might seem like the most prestige title as they've been featured in the most high profile fights in the last 20 years or so. That's mainly because they show a lot of favoritism towards superstar fighters and cash cows. For example, Mayweather went years without fighting a mandatory, mainly because Sulaiman wanted him and Pacquiao to fight for that belt. I understand why, business is business, but the treatment of Sergio Martinez in favor of Chavez Jr a few years ago was about as disgusting as you can get.
WBA is garbage and shouldn't even be recognized as a world title anymore.
