Because 99% of the "Mandatories" are against scrubs. They already have too many belts as it is. And they ALL have a mandatory.

Hate to say it but GGG fighting on PPV is really going to hurt him at the negotiating table. Some think it did only 125K buys! I think 115-135 seems about right...
