No, he wouldn't. He has more to prove. The great thing is, the opportunities are there.

Based on his accomplishment as a pro, he should not be. He cleaned out the 168lbs but he has not beaten any HOF caliber opponent. That is why he should have sought more challenges after the super 6. But considering his whole boxing career, why not? He has a very good run.

Don't hall of famers have to have a following, people actually have to know how they are? Ward beat two decent fighters once upon a time, I think he has to do more.

The only way he gets in right now is if he dies in a tragic accident and he gets in as a footnote somewhere. Unless they have a category for most losing court cases or longest time sitting on ass doing nothing.
If he wants to get in the HoF, he has to defeat Golovkin, Kovalev and Stevenson, all by stoppage in neutral arenas, not in Oakland. And he has to do this in less than 18 months.
OR he can choose to unify all the titles at SMW. Or at LHW by defeating Kovalev and Stevenson. In my book, becoming the UNDISPUTED CHAMPION OF THE WORLD in any weight division gets you into the HoF automatically.

Of course you'd like to see him do more, but in my opinion he is a borderline hof'er. In actuality, however, there is absolutely no way Andre Ward would not be in the Hall of Fame and they'd probably let him in on the first ballot.
