Highly ranked in what? There are two different rankings at play here: indivusual weight class rankings and pound 4 pound rankings.
Weight class rankings are based on resume and obviously, who else is in the division. Currently Golovkin is ranked #1 behind only Champion Cotto. This is absolutely correct.
Pound for pound rankings are subjective. It's usually based more on how skillful a person thinks a fighter is versus resume (or typically a combination of both).
Clearly we have entered a time in boxing where a lot of the former top pound 4 pound guys have fallen off (Floyd retired, Pacquiao is old, Marquez is retired/old, Bradley is getting draws against guys like Chaves), etc. So the landscape is a little funny with the old guard fading away and the new guard rising to the top. It's allowed for guys like Chocolatito to shoot up to #1. Golovkin, while he doesn't have a great resume, he has been dominating his division and almost everyone believes he's one of the best fighters in the sport. Thus the high P4P ranking.
