I don't think USADA ever thought he was clean, if they did they wouldn't pursue him for years, spend your tax payer money for years to bring him down. It's just plain common sense.

Maybe because he was busted for a failed test, maybe because he was basically in the middle of the scandal since it broke during his fight with Mayweather, maybe because he's worked with guys like Victor Conte and may have some knowledge on what boxers do behind the scenes. It was obvious in the interview that he wanted to say something and held his tongue.

Still no word on why it was done at home and unsupervised. Still no word why a TUE exemption was not applied for before it. Still no word why USADA or NSAC was not notified before using the IV. Still no word why a TUE was not applied for until 3 weeks after the fight. All we hear is, "We broke no rules!"

Can you imagine if Pacquiao was caught with 750ml IV prior to this fight? Yep. It's already proven USADA charges way more than the other testing agency, for less accurate tests. And won't do the most accurate tests.
