What do you mean? It's the mere fact that he used an IV without any medical emergency or alternative methods that could have helped him which is illegal. It doesn't matter if he was pumping steroids into himself or ketchup, the use of the IV is illegal.
I think you will also find that NSAC originally reported to not having been informed of the use of the IV until weeks later, I haven't seen their latest statement and maybe they have changed what they said, to possibly save face. I don't know.
But with all the other stuff involving Mayweather, USADA, boxing, American sportsmen, the involvement of individuals who work with athletes to cover up PED use and so on, I wouldn't be surprised if he was using.
