I for one dont understand how some people perceive P4P.

Wladimir is the most dominant champion in boxing. Does that mean he is P4P #1? Maybe, but he is not the best fighter in the world skill wise. At all. Probably not even top 10-15.

Some people think Ward is the best fighter, but he is not dominant at all and hasnt beaten a top SMW since 2011.

So it depends on how you judge it imo.

Is Wlad the best? No. Is Ward the most dominant? Hell no.

So imo someone like Kovalev could take the spot very soon. He is both extremely skillful and very dominant.
