Pacquiao was taking Celestone which is a brand name for Betamethasone, it's on the form.
Betamethasone (Celestone) is a Glucocorticoid, all Glucocorticoids are banned by WADA.

Topical use of glucocorticoids (e.g., anti-rash cream, hemorrhoidal creams used on the surface, etc.) are permitted.

The only real problem is that he was administered an IV at home, and the NSAC was upset with the lack of communication. Floyd would have then went to the hospital and got it anyway (I mean hell, he has USADA in his pocket apparently, so the jackass must know a doctor or two). This is such a non-issue it hurts.
