I'll tell you which excuse I ran with... Floyd saying he wouldn't fight Pacquiao unless it was USADA...when Arum and Manny agreed to blood testing but said WADA or VADA...Floyd said NO..has to be USADA and in Vegas so NSAC can oversee it...
