I’ve made it clear to Travis Tygart that this should not happen again. We have the sole authority to grant any and all TUEs in the state of Nevada. USADA is a drug-testing agency. USADA should not be granting waivers and exemptions. Not in this state. We are less than pleased that USADA acted the way it did.”

Nah. They had a lot of evidence on him. It's why he ultimately confessed. And when all the evidence and docs were also given to other organisations, they also immediately banned Armstrong. It was more than just hearsay/whistleblowing. Tons of evidence.Comment

America loves taking down big named athletes when it is actually warranted. By now, at 38, if Floyd was doing something wrong, no amount of money would cover his ass. He isn't doing anything, just people taking something and blowing it way out of proportion. Big names like Mark McGuire, Lance Armstrong, Marion Jones could not escape getting exposed...Floyd Mayweather Jr would be no different. If he was doing something, we would know, it'll come out all over just like Floyd hitting a security guard, or fighting with his baby momma, or crossing the street.Comment

More specifically, the 2015 WADA Prohibited Substances and Methods List states, Intravenous infusions and/or injections of more than 50 ml per 6 hour period are prohibited except for those legitimately received in the course of hospital admissions, surgical procedures, or clinical investigations.
This prohibition is in effect at all times that the athlete is subject to testing. It exists because, in addition to being administered for the purpose of adding specific substances to a persons body, an IV infusion can dilute or mask the presence of another substance that is already in the recipients system or might be added to it in the near future.
