lol, Kovalev came to Canada as the opponent, beat Pascal by KO, and no Canadian TV broadcaster had any interest in airing his immediate follow-up fight.

GYM, Beterbiev's promoter, is based out of Montreal, having long-standing relationships with TV partners in Montreal and the rest of Canada.

What grounds are there for Kovalev to get 75% of the Canadian PPV money when Main Events does literally no business in Canada?

Leaving the IBF belt free for Artur Beterbiev vs Andrzej Fonfara (IBF #5)
Two birds with two stones; teamwork makes the dream work, so to speak.

Why would Fonfara move into a vacant IBF title fight against Beterbiev, when he's already positioned for his own title shot by the WBA and the likely rematch with Adonis Stevenson?

I'm not sure Chilemba takes that fight. Chilemba basically has a choice between fighting Eleider Alvarez, Artur Beterbiev or Kovalev himself.

I think he loses all three, but I'd have picked him against Stevenson.

If Kovalev can become a star in Russia, which seems to be what Duva is hoping for with his next fight, I think it very possible that one of these two guys might decide to put some of their money behind him and bring him back again. Hrunov teamed up with Frank Warren for the Wlad/Fury bid, so maybe it's more likely to be him than Ryabinski.
That's the thing, people say Duva should get Russian money backing but they would be just as keen to steal Kovalev from Main Events as helping them.

Main Events does business with Interbox in Canada, Kovalev is almost certainly more of a draw than Beterbiev given his destruction of Pascal and feud with Stevenson. He also destroyed Sillakh in Quebec.
