Why 166? 164 is directly between 160 and 168 and as there would be no titles on the line, it would make perfect sense.
why not move up and fight for the 168 title

And who cares about P4P standings? They vary depending on what web site you are reading and mean nothing at all when it comes to negotiating a fight. It brings nothing at all to the table and does not command a higher share of a purse. And seeing as how Ward is not on ANY reputable P4P list at this time, beating him would add nothing at all to a fighter's P4P standing.

Ffinally... P4P lists are completely useless and meaningless in the overall big picture.

GGG fans: Ward is scared to come down and fight! GGG just wants an even playing field!

              Pathetic.

I can see both sides here. Ward going down to 164 after fighting at a CW of 172 is going to be hard on his body. Meanwhile, it sounds as if GGG is almost guaranteed the winner of Canelo/Cotto so going up to full 168 and then having to drop back down to 160 or potentially as low as 156 will be hard on his body. Especially knowing that will be a big money fight no matter who wins that fight.

                      not hard to understand really
If GGG beats Ward he is the #1 pound for pound fighter in the world (assuming TBE retires in September) and would be the biggest star in the sport of boxing. It is worth the risk. You have to take risks to become great.
