If Rios became champion a rematch against Brook would sell out any arena in California. Rios has A LOT of fans. More than half the fans in Alvarado's hometown were cheering for Rios. Brook is clearly ducking Rios with all these ridiculous demands.

But it still wouldn't generate as much money as it would have in the UK
