They "ducked" the purse bid because Kovalev has an exclusive deal with HBO. It has nothing whatsoever to do with them being afraid of a match with Stevenson. Trust me, Haymon and his team knew all about this going in. They knew Duva and co. wouldn't be able to participate in the purse bid, so it was nothing but a PR stunt to them. They're the ones who really don't want the fight. If Duva and Kovalev didn't want it, why were they trying to take Stevenson and Yvon Michel to court over their supposed agreement to fight last year? If that's the case then why did Kovalev's promoter fly all the way to Las Vegas to attend the WBC convention to request, and press, for the WBC to order the purse bid in the first place. Duva said in multiple interviews that she wasn't worried about being outbid because HBO had Kovalev's back. When it became clear that HBO was NOT going to offer up as much as she expected, she pulled back.

Duva thought the purse bid was going to happen after Kovalev's mandatory vs Mohammadi.

It was Yvon Michel who pressed the WBC to order the purse bid immediately, not Duva.
