No. GGG only spoke out after Ward said he was making excuses not to fight. Till then, he had never said anything about Ward other than that he was great fighter, or that he didn't want to talk about him.
So he has never "screamed" that he wants the fight. On the contrary, he actually tried his best to avoid talking about it whenever reporters raised the issue.

Cotto has a more lucrative fight with Canelo on the horizon, plus he stated that after if it made sense he would fight Ggg. Not everyone fights their mandatory right off the bat. Since the sergio fight he has fought once against geale and now the granddaddy of them all against Canelo
