WBC has no say in the matter. If Golovkin does not step aside, Cotto must be stripped of his title before his next fight. People really have to understand that Golovkin's mandatory status and his interim title are considered to be contracts under the law. WBC cannot break that contract by itself and GGG could go to court for an injunction to prevent any fight from being sanctioned for the MW title as long as he retains his mandatory status. This has happened in the past and almost caused the collapse of the WBC.
I do not believe they want to go through that again. Cotto will be stripped, or as I believe, he will vacate the MW title in exchange for the Canelo fight being sanctioned for the 154 title that Floyd will be vacating, or the interim 154 title if necessary.
