Paulie thinks he's a smart guy, but in reality, he's very transparent. He's at the end of his career and clearly wants a final big payday before he hangs them up for good. He figures Pac is a safe bet because he's slowed down with age. He also knows Pac pays his opponents well, unlike Mayweather. So he throws around these PED accusations in hopes of raising Pac's ire, so he can get paid. Pac should either ignore him, or offer him $2.5 mill (not a penny more!) & give Paulie a nice ass whipping send-off.

Except Paulie has no interest whatsoever in fighting Pacquiao and has stated this many times already. Hes just calling it how he sees it and hes the voice for alot of people who are thinking exactly what hes been preaching

Meanwhile theres been instances where those fights have been shutdown or prevented by the other side, the "boogeyman" side so to speak. If Pacquiao/GGG/Kovalev/etc. are all media creations, than basically every boxer in the sport is a media creation. They're all matched with extreme care, and if they rack up the wins along the way (plus a few signature ones), then they have a shot at stardom. If they fall along the way then they get pushed aside for the next star to come through. It's the boxing way, bro. Always has been and always will be. If you think marketing a guy and carefully matching him is exclusive to HBO and Manny/Gennady/Sergey then you clearly have a very biased agenda.

Even the worst, broke down, drug tested by every agency that exists to mankind, end of the line and shell of himself Manny Pacquiao beats the **** out of any version of Paulie you'd ever want to line him up with.
