typically the way something like this would go would be:

Lara's management would call K2 and say "we are interested at 160 and are free to fight on HBO". Then, if interested in taking it further, K2 (the lead promoter) would approach HBO to see if they would approve Lara, and if so how much they would pay for the rights fee. Then K2 would present an actual purse offer to Laras people based on what HBO was offering.
