Wlad Klitschko will never be on American PPV after all of the stinkers he's been in. Wilder himself is not a big draw in his own country. The average Klitschko mandatory makes about $1.5mil-2mil, since it would be a unification Wilder would make double that and maybe a little more. The days of the 20-30 mil Tyson-Holyfield paydays in the HW division are long over. Wilder's team can't play both sides like you're suggesting because Klitschko is booked to fight mandatory opponents.
Wilder and his team didn't take the money before because they knew their guy wasn't ready and would get crushed. I don't see anything that has changed that would make them reconsider. I honestly wouldn't be surprised if Wilder vacates in October or pulls some other shenanigans to get out of negotiations for a fight.

Klit is booked to fight Fury in September. Likely the reason the deadline to begin negotiations is October. Coincidence? I think not. Coincidence that the President of the WBC came out this week and said Wilder-Wlad is one of the biggest potential fights in boxing? If Wlad and Wilder begin negotiations in late Sep before the deadline, Povetkin is on hold, just the way the rules work.

Heck even Tyson Fury tweeted to Wilder not to fight Povetkin and to wait until after he strips Wlad and then they can fight. Everyone knows which side the bread is buttered.

Wilder loses nothing by waiting to fight Povetkin and gains nothing by rushing to fight him. Better to let things play out and see if he can get a title shot in 2016. If not, he'll fight Povetkin and make a bunch of money doing it..

Once Wilder genuinely has to to fight Povetkin his team will do everything in their power to fight Wlad even if it means dropping the belt. Everybody who knows boxing can see that Povetkin would brutally destroy Wilder easily and early. Styles make fights and Povetkin is probably the toughest matchup he can take. Team Wilder will see it as less embarrassing to be crushed by Klitschko.

Personal opinion, but they're not trying to fight Povetkin next. Probably not for 2 more fights, unfortunately. Deontay went from wanting to fight the best with all of that chatter before the Stiverne fight, to having Haymon "advising" (cough bull**** cough) him on fights where he can make money--which is cool. I mean, you don't want to be getting hit in the face repeatedly and not get out at some point with a nice nest egg to retire on. Just don't be the champ if you're not going to fight the number 1's and mandatories. You look back at Ali, Tyson, Holyfield, Lewis, Foreman, Frazier--THE GREATS, these guys fought EVERYONE. Society has gotten a little soft and a lot of these new guys are more interested in being personalities than boxers. Previous gens had both. I'm not a big UFC guy--I'll watch some of the fights here and there, but I wish boxing had Dana White sometimes. That dude is just sort of like, "You're fighting him next. Don't like it? Vacate the belt." I love that mentality.

They aren't going to fight Povetkin. They'll do whatever it takes to avoid him and possibly drop the belt if need be. I mean, Molina was rocking Wilder.
