Because Floyd Mayweather Jr has been a professional fighter for nearly 20 years, nearly 19 of which at the world-level, and he's been in maybe five tough fights, with only one where most folks can make an objective case that the fight was in the balance. You add that he's still the p4p best fighter on the planet, at an age where nearly every other fighter to put on a pair of gloves was finished (Hopkins, Archie Moore, and Sugar Ray Robinson being the noted exceptions), and there's really no argument.
Andre Ward, the closest to making a case, only has 6 years of fighting at world-level (with a ton of inactivity mixed in).
If 2020 comes, and Andre Ward is still dominating things (I'd imagine he'd be the light heavyweight kingpin, possibly looking to dabble at cruiserweight, as he waited to see if a winnable heavyweight title fight would emerge), you can make the case for him.
